A Top Achiever

Señeres is currently Chairman of the National Labor Relations Commission (NLRC) where his functions include, among others, the resolution of disputes between labor recruitment agencies and OFWs who were either repatriated or have decided to return to the homeland on their own.

His service record includes, in the private sector : President , ANL Publishing Co., Inc. Chairman/President , Advancement of Workers Awareness Regarding Employment (AWARE) Foundation Inc.; and Chairman/President, Faxtrack Technologies Inc.

Señeres was dean of ASEAN Ambassadors, Labor Attaché (with the rank of Consul General) in Abu Dhabi and later, in Washington, D.C. USA acting regional director for Mindanao, DOLE ; Asst. Regional Director for Metro Manila in the Labor Department ; Executive Labor Arbiter, NLRC ; Economic affairs & consultant on shipboard labor, UNCTAD, Geneva, Switzerland ; Chairman of the following – the Regional Selections and Promotions Board , DOLE – NLRC ; Caretaker Committee, Union Estivadores de Filipinas ; Special Team , Ad Hoc NLRC ; and Special Task Force , NCR.

The chief of delegate in the DOL-ILO delegation to Malaysia , Indonesia , Singapore and Thailand to study labor arbitration systems of  said countries, Señeres also participated as delegate in many other local and international conferences.

He was cited in 1998 as a leading diplomat and principal figure in 1996 for his “outstanding perfomance of his duties and responsibilities in the service of the Filipino” by the ABS-CBN Broadcasting Corporation through its “Hoy Gising!” program. He has written numerous articles, especially on labor and employment and on OFWs which were published in local and foreign publications.

Among many people who have praised Señeres were Nestor Oliver and Engr. Artemio Diokno – both of whom became president of the United Filipino Association in the Emirates , UFAE ; and Engr. Romulo Paragas , who was the president of  the Abu Dhabi Filipino Association at Al Ain.

Oliver says that probably no one could approximate the kind of service Ambassador Señeres had rendered to his countrymen in UAE. “His office and residence were always open to all who needed assistance.” he said.

For his part, Diokno says : “We can’t forget Ambassador Señeres. He is a true member of the OFW family.”

Paragas recalls ; “All of us Filipinos saw how Señeres , his wife and children worked hard to help Sarah Balabagan . The Señeres family frequently visited Sarah and other jailed Filipinos.

Señeres celebrates his birthday on July 6, and has Mambusao, Capiz as his hometown . He is happily married to Minerva Maaño Señeres of La Union and Quezon, with whom he has six children, namely ; Jay Thomas, Hans Christian, Roy Jr., Hannah , Christine , and Christopher.
